Public Administration has established itself as a distinct discipline and has also gained significant popularity in the academic discourse. It has a vast field of sub-disciplines and opened new avenues for research and enquiry. There are two major discourses in Governance, 'the government governing the least governs the best' and 'administration engaged from cradle to grave'. The idea of people-centric administration was emphasized in the Twelfth Five Year Plan and by Second Administrative Reforms Commission in its Twelfth Report named 'Citizen-Centric Administration: The Heart of Good Governance'.
